Ban on strike; Uttarakhand government implements no work, no pay

In Uttarakhand, the state government has taken a tough stance on employee protests, imposing a six-month ban on strikes in all government departments. Meanwhile, a no-work-no-pay policy has been implemented in UPNL. Personnel Secretary Shailesh Bagauli and Soldier Welfare Secretary Deependra Kumar Chaudhary issued two separate orders in this regard on Wednesday November 19.

With the election year approaching, employee organizations in the state have become active in their demands. They hope the government will respond to their demands under pressure from the protests. Consequently, employees in several departments across the state are on the path of agitation.

Meanwhile, UPNL employees have been on strike for the past ten days demanding regularization. Personnel Secretary Bagauli stated that a notification banning strikes has been issued in Uttarakhand. This ban is imposed under the Essential Commodities Maintenance Act, 1966 (ESMA).

On the other hand, the Soldier Welfare Secretary has ordered UPNL MD Brigadier JNS Bisht to strictly enforce the “no work, no pay” policy with immediate effect. He said that all offices employing outsourced employees through UPNL should also be informed of this. Those employees who are not reporting for duty should be marked absent.
