Uttarakhand cabinet decisions: DA hiked by 11 percent

The Uttarakhand cabinet has decided to give 11 percent dearness allowance to more than three lakh employees-pensioners and family pensioners of state and public undertakings, boards and corporations. The Finance Department has also issued a mandate in this regard.

The ordinance for renewal and freeholding of valid leases of Nazul land and for allotment of new leases was approved in a cabinet meeting chaired by Chief Minister Pushkar Singh Dhami at the state secretariat on Friday. Official spokesperson Subodh Uniyal said that 29 proposals were discussed in the cabinet, out of which three cases were postponed and two were left to the discretion of the Chief Minister.

On Friday, the cabinet took the decision of DA , while the Finance Department issued the mandate. State employees, pensioners, aided educational and technical educational institutions, regular and full-time employees of urban bodies, work-charged employees will be paid 11 percent increased Dearness Allowance (DA) from July 1. An annual expenditure of Rs 1800 crore will be incurred on this. At the same time, the cabinet has also approved the Nazul Land Management Settlement and Disposal Ordinance 2021. Under this, new leases can be allotted in urban areas. Old valid and invalid leases can be renewed and freehold.

Ban on property of UP Awas Vikas Parishad lifted

The cabinet has removed the ban on filing, dismissal, construction, purchase and sale of assets, colonies, plots of UP Awas Vikas Parishad in Uttarakhand. The ban was imposed by the then ND Tiwari government on December 7, 2006.

Municipality status to Srinagar Municipal Corporation, Lohaghat

The cabinet has decided to give the status of Municipal Corporation to Srinagar Municipality and Municipality to Lohaghat Nagar Panchayat. The proposal to make Nagla of Udham Singh Nagar a municipality and Tapovan located in Narendranagar of Tehri district was also approved as a Nagar Panchayat.

100% promotion to police constables

The cabinet has abolished the rankers exam to become head constable from police constable and decided to do with hundred percent promotion.

One time settlement scheme extended for six months

The cabinet extended the One Time Settlement Scheme (OTS) for six months i.e. up to 31 March 2022 for regulation of nursing homes, clinics, OPDs, pathology labs, nursery schools etc. in single dwelling and commercial buildings and commercial shops in residential land use and residential areas. Its deadline was till 24 September 2021.

Now 5 categories of hospitals in the state

The cabinet has approved five categories of hospitals under IPHS standards. Now the state will have Type A First Aid Centres, Type B First Aid Centres, Community Medical Centers, Sub-District Medical Centers and District Medical Centers.

Subcontractor’s proposal was postponed

The proposal to increase the salary of UPNL employees was once again deferred. It was told that now this proposal will be brought in the next cabinet meeting. The Cabinet Sub-Committee had already submitted its report to the Cabinet in this matter.

Illegal mining cases will be dealt with

The cabinet has given exemption to amend the rules to deal with the cases of illegal mining. Stone crushers, one time settlement of illegal mineral deposits will be for only two months. After making the rules, all the cases will have to be settled within two months.

These major decisions were also taken

– Under the Central Government Aided Technical Education Quality Improvement Project in seven engineering institutes of the state, teachers working on contract were allowed to work from October 2021 to March 31, 2022. The state government will bear the expenditure of 3.83 crores for their remuneration.
– Prorogation of the second session of Uttarakhand’s Fourth Legislative Assembly 2021.
– In view of the geographical conditions of Uttarakhand, for the establishment of filling station in public interest, relaxation in standards will be given by amending the bye-laws of building construction and development.
– Approval to send one additional post of general category and ex-servicemen category to the commission for the post of Deputy Collector in the State Civil and Upper Subordinate Examination 2012.
– Decision to promulgate Uttarakhand Revenue Consolidation (Higher) Service Rules 2021.
– Promulgation of Uttarakhand Veterinary Service Rules-2021.
– To make the tax rates of the District Level Development Authority practical, the cabinet sub-committee will reconsider.
– Amendment in Uttarakhand Police Constable and Chief Constable (Civil Police Notification and Strong Police) Service Rules-2018.
– The Chief Minister will take the decision to amend the Uttarakhand Police Sub-Inspector and Inspector (Civil Police) Service Rules.
– In the Uttarakhand Stamp (Valuation of Property) Amendment Rules, 2015, in the prevailing circle rates, the decision to reduce the penalty in Badrinath and Bamni of Chamoli from five times to two times one time settlement.
– Decision to reduce the VAT rate of aviation turbine fuel from 20 percent to two percent.
– The actual expenditure will be paid on the basis of self-declaration of telephone facility provided to the Justice of the High Court.
– Committee will be formed to resolve the dispute of contract related to investors, lessees in government project, CM authorized.
– Under the reconstruction in Kedarnath Badrinath, relaxation in procurement rules was given. Now works up to 75 lakhs can be done through one tender.
– Approval of amendment of service rules related to High Court State Finance Officer.
