Various departments surrendered over Rs 250 crores on last day of Financial Year reveals CAG report

The CAG report has exposed the callousness of the departments, who often cry for the budget. The funds released from the government to the departments fighting the budget battle throughout the year were untilized. As a result, an amount of Rs 259 crore was surrendered on the last day of the end of the financial year.

According to the report, in the financial year 2019-20, many departments surrendered Rs 259 crore without utilizing the exact day of the end of the financial year. In this way the money which was to be used for development works went back to the treasury. Ironically, there are many such departments of the state government which fight a lot with the government for the budget of various schemes and programs.

No accountability of Rs 100 crore expenditure

The CAG has exposed another serious flaw in the government machinery. This shortcoming is related to departmental hesitation in giving utility certificates. The CAG revealed that till March 2019, a grant of Rs 99.44 crore was given to the departments of the state government for different works. Against this amount, the departments had to give 52 utilization certificates to the accounts and entitlements of the Accountant General. But the utilization certificate was not given. According to financial experts, due to non-delivery of utilization certificates on time, the next installment of the grant is stopped. The same happened in the case of 100 crore grant. Due to departmental negligence, the work on the schemes on which the grant money was to be spent, either the work was not started or the work remained incomplete.

Supplementary provision proved useless

The State Government has made provision for supplementary funds in its budget, but this provision proved to be unnecessary. There were 25 such departments, where 50 lakh and more money went into savings.
During the financial year 2019-20, the supplementary provision of Rs 2,481.20 crore proved to be useless in 45 cases. The report said that in 15 cases, the government re-appropriated funds in an indiscriminate manner.
