Panchayat Elections Notification Issued for 12 Districts, Excluding Haridwar

The State Election Commission has issued a notification for the general election of three-tier panchayats in 12 districts of the state (except Haridwar district). State Election Commissioner Shri Sushil Kumar has informed that the general elections of three-tier panchayats in the state will be conducted in two cycles. The nomination process will start from 25 June 2025 and the voting process will be completed in the first cycle on 10 July 2025 and in the second cycle on 15 July 2025. Counting of votes will be done on 19 July 2025. In view of the election of Panchayats by the State Election Commission, the Model Code of Conduct has been implemented in the state except urban areas and district Haridwar.

State Election Commissioner Sushil Kumar, in a press conference held in the meeting hall of the State Election Commission on Saturday, gave information about the program and preparations of the Commission regarding the general election of three-tier panchayats in 12 districts of the state (except Haridwar district). On this occasion, Secretary of the Commission Rahul Kumar Goyal and Joint Secretary Kamlesh Mehta were also present.

The State Election Commissioner informed that in continuation of the notification issued by the Commission on Saturday for the Panchayat elections, the concerned District Magistrate and District Election Officer (Panchayat) will issue a notification on Monday 23 June 2025 giving full details of the territorial constituencies of the members of the Gram Panchayats of their district, the Pradhans of the Gram Panchayats, the members of the Area Panchayats and the members of the District Panchayat, including the posts and reservation. As per the schedule set by the Commission to conduct the elections in two cycles, nominations for all the cycles will be from 25 June 2025 to 28 June 2025 from 8:00 am to 4:00 pm. The process of scrutiny of nomination papers will be completed from 29 June 2025 to 01 July 2025 from 8:00 am till the end of the work. The date of withdrawal of nomination is fixed on 2 July 2025 from 8:00 am to 3:00 pm.

Allocation of election symbols for the first round will be done on 03 July 2025 and for the second round, the election symbols will be allotted on 08 July 2025 from 8:00 am. In the first round, voting will be held in the designated development blocks on 10 July 2025 and in the second round, voting will be held in the designated development blocks on 15 July 2025 from 8:00 am to 5:00 pm. Counting of votes will be held on 19 July 2025 from 8:00 am.

According to the notification, in the first round, Takula, Dhauladevi, Tadi Kheti, Bhainsiachhana, Lamgara and Chaukhutia of Almora district, Khatima, Sitarganj, Gadarpur and Bajpur of Udham Singh Nagar district, Lohaghat and Pati of Champawat district, Dharchula, Didihat, Munsiyari and Kanalichhina of Pithoragarh district, Betalghat, Okhalkanda, Ramgarh and Dhari of Nainital district, Bageshwar, Garud and Kapkot of Bageshwar district, Mori, Purola and Naugaon of Uttarkashi district, Dewal, Tharali, Jyotirmath and Narayanbagh of Chamoli district, Jaunpur, Pratapnagar, Jakhnidhar, Tholdahar and Bhilangana of Tehri Garhwal district, Chakrata, Kalsi and Vikasnagar of Dehradun district, Khirsu, Pabau, Thalisain, Nainidanda of Pauri Garhwal district, Birounkhal, Rikhnikhal, Ekeshwar and Pokhra and Ukhimath, Jakholi and Agastyamuni development blocks of Rudraprayag district have been included.

While in the second round, Salt, Syalde, Bhikiyasain, Hawalbagh and Dwarahat of Almora district, Rudrapur, Kashipur and Jaspur of Udham Singh Nagar district, Champawat and Barakot of Champawat district, Vin, Moonakot, Berinag and Gangolihat of Pithoragarh district, Haldwani, Ramnagar, Bhimtal and Kotabagh of Nainital district, Dunda, Chinyalisaur and Bhatwadi of Uttarkashi district, Pokhri, Dasholi, Nandanagar, Karnaprayag and Gairsain of Chamoli district, Kirtinagar, Devprayag, Narendranagar and Chamba of Tehri Garhwal district, Doiwala, Raipur and Sahaspur of Dehradun district and Yamkeshwar, Jayharikhal, Dugadda, Dwarikhal, Pauri, Kot and Kaljikhal development blocks of Pauri Garhwal district have been kept.

There will be a constant watch on compliance of the code of conduct, general observers will be deployed and expenditure will also be monitored

State Election Commissioner Sushil Kumar said that with the issuance of notification for Panchayat elections, the Model Code of Conduct has been implemented in all the districts of the state except urban areas and district Haridwar. The code of conduct will remain in force till the completion of counting. He informed that the Commission will pay special attention to compliance of the code of conduct. 55 general observers are being deployed by the Commission to monitor the election process and 12 observers will remain reserved. Arrangements have been made to deploy an Officer-in-Charge (Expense) in each district to monitor election expenditure. Through which reports will be sent to the Commission through the District Magistrate every day. Three teams of District Administration, Police and Excise Department will be formed for seizure and enforcement work at the district level. These teams will have the right to confiscate illegal liquor, narcotics, cash and other types of inducements or gifts etc. The District Election Officer will also keep an eye on paid news and sponsored surveys etc. and will make arrangements to add such expenditure to the account of the concerned candidate. At the state level also, one nodal officer each will be deployed by the Police and Excise Department and the report of seizure and expenditure will be submitted to the Commission.

95909 personnel will be deployed in the election

95909 personnel will be deployed to conduct the Panchayat elections. Out of which 35700 personnel will be deployed in the security system. State Election Commissioner Sushil Kumar said that along with ensuring all the necessary arrangements for the Panchayat elections, special attention is also being paid to the safety of the personnel. In view of the rainy season, the concerned departments have also been instructed to make a special disaster plan.

State Election Commissioner released the toll free number of the State Election Commission 18001804280 and said that a copy of the Model Code of Conduct and Panchayat voter list has also been made available on the Commission’s website www.sec.uk.gov.in.

Total number of voters 4777072, 10.57 percent voters increased compared to the year 2019

The State Election Commissioner said that in the state, except Haridwar, elections are to be held for 55587 posts of member Gram Panchayat, 7499 posts of Pradhan Gram Panchayat, 2974 posts of member Kshetra Panchayat and 358 posts of member Zilla Panchayat in 89 development blocks of 12 other districts. 8276 polling centers and 10529 polling stations have been set up in the state for the election to a total of 66418 posts of Panchayats. 47,77,072 voters will be able to exercise their franchise in the elections of three-tier Panchayats. In which the number of women voters is 2310996, the number of male voters is 2465702 and the number of other voters is 374. This time the number of voters has increased by 10.57 percent compared to the year 2019 (total voters 4320279).

Maximum expenditure limit for candidates fixed

The State Election Commission has fixed the maximum expenditure limit for candidates for the three-tier Panchayat general elections. According to which the maximum expenditure limit has been kept at Rs. 10 thousand for member Gram Panchayat, Rs. 75 thousand for Pradhan Gram Panchayat, Rs. 75 thousand for member Kshetra Panchayat and Rs. 2 lakh for member Zila Panchayat.
