Offices of only essential services to remain open till May 3

In Uttarakhand only government offices providing essential services will be opened. According to the order issued by Chief Secretary Utpal Kumar Singh, only officers and personnel related to the most essential services will come to the offices. Personnel from other departments will work from home. They can be called if needed.
Order was issued on behalf of Chief Secretary Utpal Kumar Singh in connection with opening of government offices on Sunday. He wrote in the order that the central government has extended the lockdown till May 3 to prevent Covid-19. The government of Uttarakhand had issued a mandate on March 18 to prevent corona infection. This mandate was implemented by the government from May 19 to May 25.

Accordingly, all the Additional Chief Secretaries, Principal Secretaries, Secretaries, Secretaries in-charge, Heads of Departments and Office Chairmen had directed that only those personnel are to be called to the office, which is very much needed. Remaining personnel will be allowed to work from home. All employees were instructed to be available on the telephone. There was also a provision to call any employee in an emergency.

The government has re-enacted this order from April 20 to May 3. Accordingly, only employees of essential services will come to the offices. The same other offices will open, including the Secretariat, which are directly connected with essential services.

This will be the provision

– Only necessary services will be opened in police, health, transport, food supply, electricity, drinking water, sanitation etc.
– Rest of the employees of the remaining departments will not come to the office unless called upon.
– All personnel will be in touch with their higher officials over telephone.
– If required, any personnel will have to come to the office.
– District Magistrate  can deploy any employee of any department in duty related to prevention of Covid-19.

This was the decision of the Council of Ministers

On 16 April, the Council of Ministers had decided that all officers up to the rank of Secretary would come to the Secretariat. With this, 33 percent of the lower level personnel will be called. It was believed that all the departments are being brought under it, but the government has once again implemented the old mandate.

On the basis of social distancing, the system which was effective for one week last month has been restored. Only departments providing essential services will open regularly, the rest will have to work from home under social distancing.
