Uttarakhand government issues guidelines for unlock 5
After October 15, cinema halls, multiplexes and theaters will be opened in the state with 50 percent capacity. The government has given permission to open swimming pool and amusement park after 15 October. After October 15, more than 100 people will also be able to attend various functions. However, for this they have to take permission from the district administration. In halls of small areas only 50 percent of the total capacity and maximum 200 people will be allowed to congregate. At the same time, the Ministry of Home Affairs will soon issue a separate guideline regarding the number of persons in large open spaces.
On Thursday, the state government has also issued a guideline for unlock 5 in the order of the central government. It has been clarified that after 15 October trade exhibitions can also be organized. Migrants and foreign tourists from other countries will also be allowed to come, although for this they will have to register themselves on the portal of Smart City Dehradun. It has been clarified that the district administration will not be able to impose any kind of lockdown in the district without the permission of the state government. Train and air operations for passengers in the state will be as per the guidelines of the Central Government. There will be no restriction on coming from one district to another within Uttarakhand. It is so important that all of them have to register on the SmartCity Dehradun web portal.
Mandatory to register on Smart City portal if coming to Uttarakhand from other state
The state government has once again made it clear that it will be mandatory for all the people coming to the state to register on the web portal of Smart City, Dehradun. During this time, they will also have to upload the necessary documents on it. Those coming from outside, who have undergone RTPCR, True Nat, CBNet or Antigen test for a period of 96 hours from arrival and their report is negative, will be exempt from home quarantine. Those coming from outside will be screened at the railway station, bus station, airport and border for thermal scanning and documents. If any type of symptoms are found, then an antigen test will be done. Action will be taken as per rules when the report is positive.
10 day home quarantine if you go out for more than five days
It has also been clarified in the guidelines that those who go out of the state for five days will be exempted from home quarantine. Those Outgoing for more than five days will have to stay home quarantined for 10 days upon return. During this, they will also keep an eye on their health. Government officials and employees are exempted from this, although they must mandatorily undergo corona test.
Rules for tourists in Uttarakhand during unlock 5
It will be mandatory for all tourists visiting the state to register on the SmartCity Dehradun web portal before coming. They are exempted from bringing the report of the Corana test. However, they will have to go through the process of thermal scanning and sanitization in hotels, home stays and restaurants etc. Compliance with health regulations will be ensured here. Steps will be taken as per rules in case someone is found infected.
Quarantine rules for those coming from outside
Those coming for seven days in the state for business work, examination, industry or other work will be exempt from home and institutional quarantine. For more than that, those coming to the state will be kept in a ten-day home or institutional quarantine. The rule of institutional quarantine will apply to personnel of the military and paramilitary forces.
Minister MLAs will be exempt
Union Minister, Minister of State, Chief Justice, Supreme and High Court Judges, Legal Officers, Advocate General, Government Advocates, State and Central Government officials etc. coming from government business will be exempt from quarantine.
100 people allowed in parks
The state government has given permission to open a park for the public to morning walk and jog. However, till October 15, only 100 uninfected persons will be allowed to leave. After 15 October this number can be increased. During this time they must wear masks and comply with the physical distance rules.
Phased wise re-opening of schools
The government of Uttarakhand started preparing to open educational institutions from October 15 onwards. Schools and coaching centers will be opened soon. On Thursday, Education Minister Arvind Pandey decided the strategy in a meeting with the officials of the Government-Education Department. The intention of the state government is to open schools in three phases. Before this the opinion of the parent, school management and health department will be taken.
For this, all the DMs have been instructed to make a report after consulting all in a week. After the meeting, the Education Minister said in a conversation with the media that in Unlock-5, the Center has given permission to open the school conditionally from October 15. All aspects are discussed in the meeting. Instructions were given to the Education Secretary to send a report through DM to the parents, school management and health department in seven days. Based on this report, the cabinet will take a final decision.
