Uttarakhand’s preparations complete for new criminal laws to come into effect from July 1 – Chief Secretary

Uttarakhand’s preparations have been completed for three new criminal laws to be implemented across the country from July 1, 2024. Chief Secretary Smt. Radha Raturi yesterday gave this information in the video conferencing held with all the states under the chairmanship of the Home Secretary, Government of India, that three new criminal laws will be implemented from July 1, 2024 – Indian Civil Protection Code 2023, Indian Judicial Code 2023, Indian Security Code. Uttarakhand state has made complete preparations for Act 2023.

Chief Secretary Mrs. Radha Raturi said that after the passage of new criminal laws, in coordination with CDTI and BPR&D, 50 officers from PTC/ATC and other training centers have been given master trainer course from Ghaziabad and Jaipur. Apart from this, 18 P.O.’s have also been roped in for training as master trainers. Besides, Uttarakhand Police handbook has been prepared, on the basis of which all the courses are being conducted, in which a method to read the major laws in a simple manner has been prepared. A copy of which is being distributed to all police officers/employees. (A total of 25000 handbooks are being distributed. 03 modules are being prepared for online training.

Chief Secretary Mrs. Radha Raturi informed that in view of the short period, the training has been decentralized at the district level. The officers (G.Os, Insp., SI, ASI, HM/ MM) related to investigation of Civil Police are being trained in offline mode by the joint team of all the master trainers and prosecution officers. Those employees who do not have direct involvement in police investigation are to be given training in online mode, for which an online module is being prepared. Online modules are AI (Artificial Intelligence) based, which will be hosted on the iGOT Karmayogi Portal created by the Government of India by the end of this month. After which all the employees will be given one month time to complete the online training. Constables and Head Constables will be given about 20 days time in view of Chardham Yatra, in which they will get trained after studying the modules of 18 lectures available on the portal and giving a test.

Chief Secretary Mrs. Radha Raturi said that about 1000 recruited constables of Civil Police/PAC operating in RTC’s have been given 03 days training. Apart from this, about 500 head constables have also been given training in new criminal laws for promotion. All IPS officers and senior superintendents of police of the districts were provided 02-day training by the Assistant Professor of National Law University, New Delhi from 19 March 2024, which is based on the syllabus received from BPR&D. For training on new criminal laws, training is to be conducted in both offline and online modes. Offline training was to be completed in 04 phases, out of which 03 phases have been completed so far. This training has also ended in some small districts like Bageshwar, Uttarkashi and Rudraprayag. 75% offline mode training has been completed. Offline training will be completed in the next 01 weeks. Registration of all police personnel is being done on iGOT Karmayogi portal.

Chief Secretary Mrs. Radha Raturi said that all the training will be completed next month by 20th June, 2024. Along with this, training on updates related to CCTNS Software will also be completed by 31st May.

It is known that many changes have been made in the new criminal laws, such as 190 minor changes have been made in the Indian Justice Code, 360 minor changes have been made in the Indian Civil Defense Code and 45 minor changes have been made in the Indian Evidence Act. To make the new laws reach all the police officers/employees, a training roadmap has been prepared and action is underway after the approval of the Director General of Police. Training of about 25000 police forces is proposed in online and offline mode.

Secretary Home Dilip Jawalkar and other officials of the Home Department were present in the meeting.
