Uttarakhand cabinet decsions- 28th May

The government has finally agreed to tighten the rules on noise pollution in the state after the persistent stance of the Center and the National Green Authority (NGT). The Tirath Singh Rawat Cabinet approved the Noise Pollution (Regulation and Control) Rules-2000, keeping in mind the noise pollution levels, notifying the quiet, residential, commercial and industrial areas. For violation of rules in these areas, fines ranging from one thousand rupees to 40 thousand rupees will be imposed. At the same time, relief has been given to the common people in the era of Covid-19 pandemic. More than 23 lakh ration card holders of national and state food schemes will be given two kg sugar per card at a cheaper rate from the market. Ration card holders will get sugar at the rate of Rs 25 per kg for three months ie June to August.

Decisions were taken on 12 points in the cabinet meeting at the secretariat on Friday, May 28 under the chairmanship of Chief Minister Tirath Singh Rawat. Cabinet Minister and Government Spokesperson Subodh Uniyal said that in Uttarakhand sensitive to environment and ecological balance, noise pollution will now be strictly taken. The cabinet has set the rules for this.

For the first time, various areas have been identified in terms of noise pollution. Sound limits have also been fixed in these areas. Violation of rules will attract financial penalty. For violation of the rule for the first time, a fine of one thousand rupees will be taken from the person in the residential area, five thousand rupees from the recreational operator, 10 thousand rupees from the hotel operator and 20 thousand rupees from the stone crusher etc. in the industrial and mining sector.

Subsidized sugar in the Corona period

He told that the people of the state will be given relief from expensive sugar in the market due to the Corona infection. The cabinet has decided to provide two kg sugar to all 23.80 lakh ration card holders of the public distribution system for three months. The current market price of sugar is around Rs 40 per kg. The government will provide this sugar at the rate of Rs 25 per kg.

48182 quintal of sugar will be purchased every month from the state’s cooperative sugar mills. Due to this, additional expenditure of about five crore rupees will be incurred on the state exchequer every month. Right now the central government is providing only one kg of sugar at the rate of Rs 13.50 per month to the card holders of Antyodaya Anna Yojana.

Health facilities will be gathered in various areas

Cabinet Minister Subodh Uniyal said that a sum of one crore of MLA funds could be used in one time to develop corona treatment and health facilities in 70 assembly constituencies. The Cabinet has decided to remove the obligation to spend up to 25 lakhs at a time. This step has been taken to provide rapid health infrastructure facilities in the affected areas as per the requirement.

Earlier, the government had issued an order to give every MLA an amount of Rs one crore for the necessary facilities to deal with the corona infection in the assembly constituency, but it included a provision to spend up to 25 lakhs at a time. The Cabinet has approved the removal of this provision by relaxing the procurement rules.

Other cabinet decisions

-All 23 lakh ration card holders of the state will get sugar at a cheaper rate for three months, two kg will be made available at the rate of Rs 25 per kg every month.

– Legislators will be able to use one crore MLA funds to deal with corona in the assembly constituencies, the limit of spending 25 lakh rupees at one time is lifted.

– Proposal to exclude Hemkund Saheb, Ghangharia and Lokpal temple included in the Valley of Flowers eco-sensitive zone, proposal will be sent to the Central Government for approval

– Sound pollution will be fined, provision of fine in various residential, industrial, commercial and quiet areas of the state under noise pollution regulation control-2000, one thousand person from residential area on first violation, five thousand to recreational operator and hotel operator. 10 thousand and 20 thousand rupees will be charged for industrial and mining sector

– Eco Park Muni-ki-reti will be run in the society model, consensus reached on the governing body and management committee of the society

– Technical test of work up to two crore in water life mission, the District Magistrate will give approval through District Level Committee instead of the government
