Uttarakhand now declared a fully literate state; Governor Gurmeet Singh approves the proposal
In view of meeting the standards set by the National Education Policy 2020 and the ULLAS (Understanding Lifelong Learning for All in Society) ‘Nav Bharat Saksharta Karyakram’ (New India Literacy Programme), Governor Lt. Gen. Gurmit Singh has approved the declaration of Uttarakhand as a fully literate state.
State’s literacy rate crosses 98 percent
The state’s literacy rate has surpassed 98 percent. Education Minister Dr. Dhan Singh Rawat stated that the state has fulfilled the literacy benchmarks prescribed under the Government of India’s ULLAS programme. Under this initiative, special emphasis was placed on basic literacy, life skills, vocational skills, and continuing education for adults across the state. To achieve this, villages were adopted with the cooperation of social organizations, corporate entities, and conscientious citizens. Illiterate adults—primarily women, Scheduled Castes, Scheduled Tribes, and other marginalized groups—were made literate. Priority was given to areas where the female literacy rate was below 60 percent. The Education Minister noted that five states—Mizoram, Goa, Tripura, Himachal Pradesh, and Sikkim—have previously achieved this milestone.

How ’fully literate state’ status is determined
The status of a ‘fully literate state’ is determined under the Central Government’s ULLAS programme. It focuses on the education of individuals aged 15 years and above. According to the government, a state is considered fully literate when the adult literacy rate reaches approximately 95 percent or higher, and the objective of extending education to non-literate individuals has been successfully met.
