Reservation bill for people in J&K border areas gets passed in Lok Sabha

Reservation Bill for people living on the border in Jammu and Kashmir got passed in the Lok Sabha. Alongwith this, the President’s rule in Jammu and Kashmir for 6 months was extended in the Lok Sabha. Earlier, Union Home Minister Amit Shah presented a bill in the Lok Sabha on Friday for amendment to the Jammu and Kashmir Reservation Act, 2004, in which the people living within 10 kilometers of the International Border extend to 3 percent reservation in educational institutions and government jobs has been given. The Jammu and Kashmir Axis Amendment Bill was passed passively in the Lok Sabha. Any amendment to the bill by the opposition was not approved in the House.

The Jammu and Kashmir Reservation Act provides reservation for direct recruitment, promotion and admission in several categories in various categories, but its expansion was not for those from the International Border. This area has to face the firing and shelling of Pakistani army, so people have to be forced to go to safer places often.

Amit Shah said in the Lok Sabha, “Due to constant tension over the border, the people from the international border have to face socio-economic and educational backwardness.” He said that the residents of these areas have to go to safe places due to frequent tension and this affects their studies because educational institutions near the border are closed for a long time.

He said, “Because of this it was necessary that for the people living in international boundaries the reservation bill should extend the reservation on the lines of people living on the Line of Actual Control (ALOC).” The Union Cabinet had approved the proposal of Jammu and Kashmir Government in February, in which the President was asked to issue the Jammu and Kashmir Reservation (Amendment) Ordinance, 2019.

Responding to all the questions, the Union Home Minister said, “We will eliminate the roots of terrorism in Pakistan, surgical strikes and air strikes are actions taken in self-defense.” He said, whenever the EC decides, there will be a democratically free and fair election in Jammu and Kashmir. With this, he made it clear that Article 370 was a temporary provision of the constitution of India.
