Big Agri Push: Uttarakhand rolls out Millets & Kiwi Policies

Uttarakhand State Millets Policy 2025-26
- Work will be done in two phases under this policy.
- In the first phase, 30000 hectares in 24 development blocks
- Work will be done from 2025-26 to 2027-28.
- In the second phase, 40000 hectares area in 44 development blocks from 2028-29 to 2030-31.
- Millets policy will be applicable in 11 districts of the state.
- A total of Rs 134.89 crore action plan will be conducted under Uttarakhand State Millets Policy.
- It includes Manduva, Jhangora, Ramdana, Kauni and Cheena crops.
- Under this, seeds and bio -fertilizers of selected millet crops will be distributed to farmers at 80 percent grant.
- Incentive money will be given to farmers for sowing millets.
- Row sowing will be given Rs 4000 per hectare and Rs 2000 per hectare on straight sowing will be given.
- The group will be paid the incentive amount at the rate of Rs 300 per quintal in place of Rs 150 per quintal on the end of the millets crops.
- Every year 02 farming groups will be rewarded for outstanding work at the development level under the Millets Policy.
- A 01 Millet Processing Unit will be established at each development level.
- For the promotion and encouragement of the millets crop, a project management unit of the Nutri hub will be set up in the state.
- It also provides for third party audit.
- The target is to provide benefits to more than 3 lakh farmers under the scheme.
- Work will also be done for the establishment of Shri Annn Food Park.
Uttarakhand Kiwi Policy 2025
- The proposed policy will be from 2025-26 to 2030-31 (6 years).
- For the establishment of Kiwi garden, 70 percent of the total cost of 12 lakh per acre has been provided. Which will have a fraction of 30 percent of the beneficiary.
- This policy will be implemented in 11 districts of the state except Haridwar and Udham Singh Nagar.
- A total of Rs 894 crore action plan will be conducted under Kiwi Policy. The minimum land will be 02 nali (0.04 hectare) and maximum land 100 nali (2 hectare) will be eligible.
- Under the Kiwi policy, a target is to covered 3500 hectares of area, in which about 17500 farmers will be benefited.
- At present, 382 metric tons of kiwi is being produced in an area of about 683 hectares of the state. The target is to increase the current production to 33000 metric tons and productivity to about 08 metric tonnes per hectare.
Dragon fruit farming plan
- The proposed scheme will be from 2025-26 to 2027-28 (3 years).
- This scheme will be applicable in 07 districts of the state (Udham Singh Nagar, Haridwar, Nainital, Bageshwar, Pauri, Dehradun, Tehri).
- The production of dragon fruit in the state has been approved under the Chief Minister’s State Agricultural Development Scheme to promote through modern / scientific methods.
- In the proposed scheme, 80 percent of the assistance of 08 lakh per acre for installation of garden is a provision and the remaining 20 percent will be borne by the farmer.
- The minimum land will be eligible for 05 nali (0.10 hectare) and maximum land 20 nali (0.40 hectare).
- In the next three years, an amount of 15 crores has been proposed for the plan.
- At present, 70 Metric ton Dragon Fruit is being produced in about 35 acres of area of the state.
- Udham Singh Nagar, Nainital, Bageshwar, Haridwar, Dehradun, Pauri and Tehri have been selected in view of the current scenario and immense possibilities of production of dragon fruit in the state in the proposed scheme.
- The financial year 2025-26 to 2027-28 is proposed to be covered with 228 acres of area, with a productivity of 12 to 15 metric tonnes per hectare.
- In this, about 450 farmers of the state will be benefited.
Chief Minister Micro Food Enhancement Scheme (CMFME)
- The Food Processing Units set up in the mountainous areas under the Pradhan Mantri Micro Food Entrepreneurs Electoral Scheme (PMFME) by Uttarakhand State are being given an additional 25% or maximum Rs 5 lakh topup under the Chief Minister’s Micro Food Entrepreneurship Upgradation Scheme (CMFME) after 22.09.2022.
- Earlier, sorting / grading units were not included under this scheme.
- After 22.09.2022 in the mountainous regions of the state under the Prime Minister’s Micro Food Entrepreneur Upgradation Scheme (PMFME) Scheme (district-Uttarkashi, Chamoli, Rudraprayag, Tehri, Pauri, Pithoragarh, Champawat, Bageshwar, Almora’s entire region, Nainital mountainous region (Haldwani and Ramnagar), Dehradun Mountains, Dehradun Mountain Except for Raipur, Doiwala and Vikasnagar, the sight / grading units set up in all areas) will also be given an additional 25% or maximum Rs 5.00 lakh under the Chief Minister’s Micro Food Entrepreneur Scheme (CMFME).
- After the approval of this scheme, a total of 780 units will benefit.
- The establishment of these units will increase employment in the mountainous region and stop migration.
Management scheme after apple picking in the state
- Under this scheme, there is a provision of Rs 129.97 crore in 07 years (2024-25 to 2031-32), which aims to set up 22 CA storage and 180 sorting grading units.
- This scheme will be operated in 76 development blocks of 11 districts.
- Under this scheme, 15% topups are to be given for the installation of the sorting grading unit and 35% for FPO etc. for the installation.
- In the year 2026-27, 50% will be helped for the individual sector and 70% for FPO etc.
- For Control Atmosphere Cold Storage (CA storage), a total of 50% ie maximum amount of Rs. 4 crore is to be provided for individual areas, registered firms, partnership firms.
- 70% state assistance ie Rs 5.70 crore is to be given for FPOS, SHGS, etc.
- CA should have its own land for storage or a lease of 30 years.
- For the sighting grading unit, there should be own land or lease of 15 years.
- The target of installation of 22 CA storage and 180 sighting grading unit under the scheme.
- A sorting grading unit will be set up in 1000 metric tons of apple producing area.
- CA storage unit will be set up in 5000 metric tons of apple producing area.
- In the next 07 years, an area of 5000 hectares will be covered under the highly dense horticulture scheme of apple, which will produce 25 metric tonnes per hectare.
